Roginsky, the founder of Memorial, wrote himself the story.

With lots of research, he found total number of arrested by VChK/NKVD/KGB to be 7 100 000 people. Not all of them were arrested for political reason, and according to some research, only about a half were political: VChK/NKVD/KGB worked also as a kind of FBI, prosecuting organized crime, money forging, contraband.

Seven million in 70 years.

He was shocked, for some respected people claimed over 10 millions in 1937-1939.

So what did he do than?

Nothing. He pretended that he found the numbers that pleases respected people.
